Service Request: 1546091 Homeless Encampment WEBSTER ST & 34TH ST Filed last year on.........8/11/2025 Dear Sir or Madam, Your sent me a notices stating that this Request was closed on 7/30/2026 11:01:13 AM Yes... But only FIVE HOURS For three years a camper has been returning to his spot at the 34th Street end of the underpass. He had a shelter erected that same night, July 28, 2026. Under the Americans with Disabilities Act (ADA), city and local governments must ensure equal access to all public programs, services, and facilities. This requirement falls under Title II of the ADA, which applies to city operations like public meetings, transit, and infrastructure. ...and Hospitals...and medical appointments...and parks!!!! You must keep the west sidewalk clear for the physically challenged. It is not prudent to expect pedestrians to walk in traffic lanes or on the narrow bumpy path (not accessible by wheelchair) on the east side of the street. That route forces pedestrians to cross the I580 off-ramp, which only has a yield sign. Please clear sidewalk immediately. Schedule street sweeping for twice a week Establish plan to keep sidewalk passable The returning camper was allowed to stay. He was the only one until another camper joined him on August 5 at the 36th Street end of the underpass. Soon, more tents and dumping will follow. Please relocate them now, before he, and others, get settled. It must cost less to find another place for this homesteading camper than to keep cleaning his encampment and the other encampments that follow his lead. I imagine that settling a lawsuit would be way more expensive. Hundreds of pedestrians a week are at risk of being hit by cars because the city refuses to keep that sidewalk clear. On sunny days, when driving from the sun to the darkness, I have been startled by folks at the edge of, or in, the traffic lanes. These include a grandmother walking a young child, people in wheelchairs and using walkers, people wearing dark clothing and campers who aimlessly step into the traffic lanes. When visiting my elderly husband who was hospitalized at Sutter Hospital for three weeks, I walked through that underpass six to ten times a day. It was vile. Please move him to the off-ramp side of Webster Street.... immediately.... until a proper placement is found so that the elderly, ailing and disabled can use the sidewalk ASAP.
Resubmitting opens a fresh form pre-filled with this ticket's location and category. The city dispatches the new report independently.
