Description
Occupied rundown RVs parked along Mandela Parkway at 13th Street. Street litter, debris piles, and discarded hypodermic needles in the public right-of-way. Loose dogs that look aggressive are roaming the area. This is an ongoing sanitation and safety problem for anyone using the parkway.
