Homeless Encampment

Description
Homeless encampment with multiple cars. Van parked in red zone in front of fire hydrant. It's a blind spot for people crossing 14th and Union St and has caused a few close calls of people having accidents. The people in this encampment are urinating and defecating in people yards when having to use the bathroom. Very disgusting.
