Description
Near the West Grand end of Mandela, between 24th and West Grand, several dilapidated RVs are being lived in. Debris and trash have collected around them, needles have turned up nearby, and dogs wander off leash. This stretch is the gateway into the neighborhood and remains in poor condition.
