From the day before I moved into 2738 Havenscourt Boulevard #5 in Oakland, California there have been red flags. The night before I moved in when I visited the property to get the unit keys from the owner, Mario Andrews, the stove wasn't working. All the knobs were off but the stove was still indicating that it was on and the bottom right eye was on and hot. This is a safety hazard and a financial liability. I also noticed that when I turned on the water at the kitchen sink and in the bathroom at the bathroom sink and in the tub the water poured out thick goopy brown sludge as though the water had not run through the pipes in years. I also noticed that the electrical wiring was done wrong. The circuit breaker was somehow overloaded with the master bedroom light switch. Every single time I would turn the ceiling lights on the circuit breaker switch would pop to the off position. I emailed and called the property owner regarding this as well. He sent his handyman out but he didn't fix the issue like he said he did so I called PG&E and they sent out a technician. That PG&E technician said that I needed to get an electrician for the issue and gave me my report receipt saying so. Thereafter, I noticed a small leak underneath the kitchen sink on the left side. I reported this to the owner and two days later his handyman came by and said it would probably last a couple months before completely failing but that he'd fix it before then. The handyman, Raymundo (Raymond), said "just use the right side for now." The next day the left elbow joint burst flooding my kitchen. A couple days later Raymundo fix the left elbow joint. One week later the right elbow joint burst flooding my kitchen, the living room and the hallway this time. Two days later Raymundo replace that elbow joint. There's also mold in all the windows and on the kitchen and bathroom ceilings. With all the issues with the place I realized that it was possible that the owner, Mario Andrews, had mislead and lied to Oakland Housing Authority and myself about the apartment passing the initial RTA inspection. I was informed later that he had used an "independent contractor" to do that initial RTA inspection. I've never heard of OHA allowing that before. In any case, the red flags caused me to submit a CCR. This was a compliance request for reinspection. The apartment unit failed each and every inspection the CCR compliance inspection from OHA conducted causing an abatement to be put in place. The owner was initially not paid by OHA in September 2026. They mandated he make repairs or they works continue withholding rent portion payments and insist that I move elsewhere. During this time things got worse. The owner said he changed the locks but someone attempted to gain access to my unit by using a key but since I had analog locks (no key latch locks) on the front door (main and only entrance in our out) the break in was unsuccessful but the individuals did leave crowbar marks on the door where they were trying to pry it open. Then I noticed that the ceiling lights were loosened in the living room, kitchen and bathroom. The living opening was focused on the front door and the hallway. The kitchen opening was focused on the stove and the sink. The bathroom opening was focused on the tub area and the toilet. I tapped and drilled those shut the peepholes popped up in the living room, 2nd bedroom and the master bedroom and tub. I clogged those four peepholes up and four more peepholes popped up in their place. Then I noticed a light coming from my bathroom flooring next to the tub's housing. I looked closer and the tub's housing was no longer bonded with bathroom flooring and there was a humongous gap where I could see into the owner's garage (I have the video). Some of the boards underneath the tub's housing are loose and have gaps wide enough to stick anything up through them. Anyhow, after the CCR inspection was completed there were still things going wrong but OHA couldn't help with this because the issues were beyond their inspection analysis making it so that I had to go further into getting the place to standards. I called the Oakland Police Department to make a report but the didn't show up even though they said they were sending out a unit to investigate and make a report. I ended up contacting the City of Oakland's Planning and Building Department to have them do an inspection. That inspection failed as well. I showed that inspector everything that's in this description and all lots of the evidence I have supporting everything here within. To date, my property has been stolen, broken and otherwise vandalized, my food has been stolen and poisoned, I've been poisoned, raped and my body has been mutilated, my cellphone has been cloned and my personal information has been compromised including my bank account, social media accounts (Instagram and Facebook only) and my email has been compromised and they've been deleting my emails. On social media they been disrespecting people I interact with by sending them disrespect messages while pretending to be me, unblocking accounts that I've block and copying videos and photos from my accounts for a multitude of fraudulent criminal purposes. They have also hacked into my security cameras by hacking my cellphone and they hacked my TV by pairing an additional remote controller to it. They've even went to the extreme in retrofitting this apartment with mechanical annoyance devices that tap on the floor everywhere I go inside. They tap on the floor right underneath me when I'm sitting on the toilet, in the shower, sitting on my couch, cooking at the stove or washing dishes and more. Currently, I'm seeking the services of tenant's rights lawyers and continuing to document everything while searching for a new residence. I'm in the understanding that, depending on the circumstances, I have 2-4 years given the statute of limitations of the crimes committed to file criminal charges. I'm thinking of filing charges and representing myself in court with all the evidence I have because all the law firms are saying they can't take my case because their workload is too heavy and they are continually referring me to other law firms that do the same which is a waste of time. In any case, I've already found another apartment I intend to rent in a month when it's ready and all the paperwork is in.
