Construction Issue - Sidewalk Blocked

Description
Sidewalk was ripped up for a block long concrete project. Only half of the sidewalk was replaced, blocking access for an entire block. Signs have been up for 1 or 2 months, but no progress. Construction site appears to be abandoned. Permit signs have faded completely and are no longer legible. At least two neighbors who live at this apartment building are restricted to wheelchairs, and we have many senior citizens who use walkers. Please discover who created this mess and compel them to finish their job so we can have our sidewalk back!
