Description
the entire block of 24th from Poplar to Peralta is completely re-encamped less than 4 months after closure and cleanup by EMT. The people in the RV on 24th at Kirkham are keeping 6+ dogs in small cages, who occasionally run out in the road. Two weeks ago I witnessed one of them being hit by a car on 24th St, I have called and left 3 messages with animal control and have received no response. Since this encampment came back we see a sharp increase in household trash dumping right around the corner on Kirkham. Signs for 72 hour parking are clearly posted- what is the city's plan here?
