Heading Westbound on Otis Dr., at the second of two signals for the Willow St. Intersection, the through traffic light does not turn green when the Left Arrow for turning onto southbound Willow turns green. When there are no pedestrians, (and since there is no possibility of oncoming Eastbound traffic) to interfere with the Westbound traffic, through traffic should not be stopped. The lack of coincidental timing for both lanes creates an unnecessary traffic stoppage/hold up for westbound vehicles. This has been reported and acknowledged previously, but has not been reconciled.
