Effective January 1, 2026, Daly City formally adopted the 2021 International Property Maintenance Code (IPMC) alongside the 2025 California Building Standards Code. Under IPMC Section 304.2 (Protective Treatment), all exterior surfaces—including walls, doors, and window frames—must be maintained in good condition, and peeling, flaking, or chipped paint must be eliminated and surfaces repainted
