This light controlled intersection is so wrong and wastes so much time for the users. Often the lights go red on Monterey stopping 10's of cars even just one car comes out and turns right. Waste of time, water of fuel, waste of money, so much frustration. This should have been a roundabout where traffic just flows so much smoother. Point on roundabouts though, they should not be marked to prevent users changing lanes. To work effectively a car entering in the left lane should be encouraged to enter and go left but is allowed to cross to exit after the first exit. Works so well in other countries, but we seem to over complicate them. What studies were done that declared that the only solution were traffic lights?
