Description
Tents, makeshift shelters and parked RVs have taken over the Mandela Parkway median and sidewalk near this address, and the camp is clearly not new. Rubbish and debris keep accumulating around it. Used needles are lying about, posing a health risk, and dogs run free without leashes, so walking past is unsafe. Conditions here have dragged on for a very long time.
