Multi-use path that is PCC property has private vehicles illegally parked and/or being used as housing, obstructing pathway and creating all manner of safety and environmental hazards. Spilled fluids, off-leash aggressive dogs, electrical cables running all over the place, open fires, uncontained trash and debris, damage to fences, hazard to nearby firefighter training facility. Additionally, a low-lying area subject to flooding now that sea level rise is actually visible and very very real. PCC needs to clear this area out, this usage should not be allowed and is almost certainly not a permitted use for what is supposed to be a publicly accessible off-street pathway for pedestrians, bicyclists, wheelchair users, etc. City or PCC or CalTrans needs to do something to permanently resolve this. It should not be possible for privately owned vehicles to simply drive directly into this area. PCC has been super lazy about keeping bollards in place at access points.
