The following evidence of illegal dumping and trespassing by the neighboring business of Downtown Toyota (4145 Broadway) onto the property located at 4171 Broadway has been observed and documented: •On August 13, 2026, the gate padlock was found broken •On October 26, 2026 between 9:06:17 and 9:06:44 AM, site cameras recorded a person wheeling tires on a hand truck from the street side of the site into the fenced enclosure beside the small building and stacking them there. •Photograph of an individual on the roof of 4145 Broadway, inside that building's fenced perimeter, holding plastic bags of debris above the site. •The quantity of tires in the enclosure increased between P&D's site visits of October 15, 2026 and October 22, 2026. As of November 3, 2026, the material on the site consists of the following, all outdoors: •More than 200 used passenger tires, stacked in the wood-fenced enclosure against the building wall beside the small building and visible from Broadway, •A propane cylinder within the tire enclosure, •Oil-based paint containers, 5-gallon buckets and plastic jugs of the type used in automotive maintenance and renovation, •Blue plastic drums that were modified for use as garbage cans and containing garbage, •A refrigerator, •A toaster oven, office chairs, a filing cabinet, glass panels, pallets, rolled wire fencing and a mattress, and •Bins of office waste including used printer cartridges. In addition to this report, a report will be filed with OPD, OFD, EEO, and ACEHD regarding illegal dumping (including hazardous wastes) and trespassing.
