Traffic Safety (non-emergency)

Description
Traffic signal @ Coolidge x MacArthur: eastbound MacArthur is programmed now with a green light when westbound is red which would allow a protected left turn, but there is no protected left turn signal light, so drivers don’t know they have a protected left turn, stalling traffic. Needs to be corrected to add a protected left turn signal light.
