The City tree has not been pruned and is top heavy and at risk of branches breaking off and falling on people and/or property. During periods of high winds ( winter storms) the top heavy tree dangerously sways Another city tree adjacent to subject tree had same issue and the trunk split causing a safety issue resulting in the city having to remove tree. A tree pruning would avoid a safety issue of branches breaking and falling on people or property and losing another city tree.
