Description
The drainage cistern on the corner of Ross and Clark has been clogged for several years now, with brackish water that sits and becomes stagnant. Even after yearly rains it barely filters out, and all surface water that would be captured by this drain courses down Clark street to inundate other drains. It probably needs to be pumped and inspected.
