Along Westcliffe Lane, from Walden to the Walnut Creek Intermediate School, trees, shrubs and landscaping are overgrown and encroaching onto the travel lane. Here, the Oleanders are overgrown and blocking the fire hydrants. There are several fire hydrants in the landscape strip along the west edge of Westcliffe Lane. However, they cannot be accessed because the oleanders and other plants are overgrown. This create a significant hazard in the event of a fire and the inability or delay in the fire department locating the fire hydrants due to overgrown plants in the City right of way. Also, because the Oleanders along Westcliffe Lane are overgrown, they prevent the street sweepers from sweeping the west edge of the roadway resulting in leaf litter, garbage and other debris entering the storm drains and creating water quality issues. Finally, the overgrown Oleanders pre-empt street parking. This has been reported several times over the past spring and summer, yet the City has not sent anyone out to maintain its overgrown right of way.
