Dear Madam or Sir, I am a 70 year old Contra Costa property owner, I just paid my taxes. I ride my bike on the Ygnacio Canal Trail regularly. I am also a 30+ year customer or Contra Costa Water District who operates the Contra Costa Canal and I believe provides water to Diablo Hills Golf Course. My doctor told me I could increase my exercise a little more and the trail through Heather Farms Park is torn up with construction so I started riding the trail adjacent to Diablo Hills Golf Course. I believe the Diablo Hills golfers golf balls are hazard at a minimum Diablo Hills should install cyclone fencing between the golf course and the trail as there is at Boundary Oaks Golf Course near Valley Vista. Diablo Hills rental golf carts fully occupy the width of the trail with no room for a bike to pass so the golf carts should be removed. 14 Oct 2026 a pair of lady golfers told me bikes are not allowed as they were leaving the area in the lower right of the picture. There are no signs, "no trespassing, no bikes" as the trail turns onto the fairway in the lower right corner. I kept biking and I believe the ladies called the club house because a 47 year employee gardener in his cart came after me telling me no bikes were allowed. I asked to see the property deed, he ignored me and he got mad. I had looked at the attached CoCo County tax map prior to my ride and I believe the trail right of way continues through that fairway. The club gardener was getting so mad I decided to de-escalate the situation turned around, returned to Heather Farms park and continued my ride. I would like you to go out assess the situation and get back to me, the golf course's legal owner and the golf course liability insurance company representative. I don't think I did anything wrong, I think a business is bullying bikers and interfering with our right to use this section of open space trail. Thank you, Leland Frayseth
