Description

Machine noise under SF Police Code Sec. 2909(a)(2). The source is a washing machine, not HVAC; filed with DPH because that section covers machine noise between dwelling units. A washing machine in the unit directly above ours (1025 Oak St, Unit B) causes loud noise and heavy vibration in our unit every time it runs: about every 2-3 days, 20-30 minutes per cycle, at varying times including late at night (e.g., 10:54 pm on June 16, 2026). Most recently it ran today, Oct 28, 2026, at about 12:20 pm. Cabinet doors and windows rattle and dishes clank; our kitchen and bedroom are unusable while it runs. Sound-meter readings inside our unit with the washer running averaged about 77 dBA (76.6 dBA avg / 87.5 max on June 16, 2026; 77.2 dBA avg / 81.9 max on Sept 1, 2026), versus a 31.7 dBA baseline with it off (Oct 28, 2026) - roughly 45 dBA above ambient, well over the 5 dBA limit. We have video and have logged the noise on 18 dates between July 21 and Sept 29, 2026. It is still happening. The property manager, 2B Living Property Management, has had written notice since June 16, 2026. Four maintenance requests were canceled without a repair, and an inspection promised on Sept 1, 2026 never resulted in a fix.
