Blocked driveway and illegal parking

Description
This white Subaru Impreza is routinely parked beyond the eastern-most edge of the parking spot, which makes getting into and out of our driveway extremely close / slows down traffic as we have to back in and out several times to get into the driveway. We're looking to issue a citation so they stop doing this. We have left sticky notes on their car before and they keep doing this. Thank you!
